XML Schema 5.0d
This release upgrades FINANCIER to incorporate XML Schema 5.0d for 2026-27 COD reporting.
Requirement Notes:
All 2026-27 Common Record documents must be sent using COD Common Record XML Schema Version 5.0d. All 2026-27 Common Record responses will be sent by the COD System using COD Common Record XML Schema Version 5.0d.
New schema version needed namespace tags updated to 5.0d and 2025 year
Functional change notes:
Changes have been made to the TEACH AND DL COD reporting programs.No changes were made to the Pell reporting program because we are not implementing the optional new Pell tags.
Loan Limit Exception:
At implementation, the COD System will perform an initial update to apply the new loan limit exception (<LoanLimitException> = true/false) at the person level for borrowers who have existing Direct Subsidized, Unsubsidized, and PLUS Loans with an award end date on or after April 1, 2026, for the 2025-26 award year. The COD System will reevaluate the loan limit exception when it receives and processes new or updated award records.
Note: The COD System will maintain the loan limit exception for students who remain continuously enrolled at the same school in the same program of study for up to three award years (2026-27 through 2028-29). The COD System will evaluate the program of study for a student using the first (CIP) Code reported and program credential level on each disbursement for graduate students. For undergraduate students, the COD System will only use the first program credential level on each disbursement for evaluation. As a reminder, schools are accountable for enforcing the lesser of the difference between the total length of the program the borrower is enrolled in and the period of the program the borrower has already completed to maintain grandfathering.
Direct Loan Reduction for Less Than Full-Time Enrollment:
The new Direct Loan Enrollment Intensity field is what schools will use to report a student's less than full-time reduction percentage to the COD System for the payment period. It will be a required field for new Direct Loan disbursements for the 2026-27 award year and forward. It will be optional for Direct Loan disbursement maintenances for the 2026-27 award year and forward. The Direct Loan Enrollment Intensity field differs from Pell Grant Enrollment Intensity with reporting that corresponds to a Direct Loan schedule of reductions for less than full-time enrollment. The COD System will accept a value between 0-100 but schools may also report on the Direct Loan Enrollment Intensity field with the following:
- If the Direct Loan disbursement is subject to a reduction because of less than full-time enrollment, report the Enrollment Intensity as 1.
- If the Direct Loan disbursement is not subject to a reduction, report the Enrollment Intensity as 100.
Enrollment Status Effective Date:
The COD System will begin requiring a new Enrollment Status Effective Date field for all new Direct Loan disbursements for the 2026-27 award year and forward. Schools should report this date as the most recent date a student was enrolled in a program at their school. For undergraduate students, a program is defined as their credential level. For graduate or professional students, a program is defined as a combination of their 4-digit CIP code and credential level.
The enrollment status effective date will be required for all new disbursements after the June 28, 2026, release. To provide schools with additional time to make this change, the COD System will initially suppress rejecting disbursements if the date is not reported. Schools should begin sending the enrollment status effective date as soon as they are able but no later than Aug. 8, 2026.
Two new enrollment status valid values will be added for Direct Loan disbursements for the 2026-27 award year and forward: W (withdrawn) and A (leave of absence over 180 days).
XML Tag specific notes:
- New tag: <LoanLimitException > :Person Response block. Indicating if the student is eligible to be exempted from the new loan limits effective on or after July 1, 2026 for up to 3 years. This field is displayed on the NSLDS screen and map change was released with 2605-01.
- New tag: <EnrollmentIntensity> :DL Disb block. Indicating the student enrollment level for the payment period. The Enrollment Intensity field will be a required field for new Direct Loan disbursements for the 2026-27 Award Year and forward.
- Updated tag: <StudentLevelCode> :Updated max length to 2 chars. Add new student level codes 8 through 13 and remove Student Level Code 6 and 7 for graduate and professional students for the Award Year 2026-27 and forward. The existing grade levels 6 = 1st year graduate/professional and 7 = Continuing graduate/professional or beyond will continue to be used for award years 2025-2026 and prior.
- 0 = 1st year, undergraduate/never attended college FR
- 1 = 1st year, undergraduate/attended college before FP
- 2 = 2nd year, undergraduate/sophomore SO
- 3 = 3rd year, undergraduate/junior JR
- 4 = 4th year, undergraduate/senior SR
- 5 = 5th year/other undergraduate U+
- 8 = Graduate Never Professional GN
- 9 = Graduate was Professional GP
- 10 = Professional Never Graduate PN
- 11 = Professional was Graduate PG
- 12 = Graduate Concurrent Enrollment GC
- 13 = Professional Concurrent Enrollment PC
All other changes are optional and therefore not implemented.

- Update dictionary for WFLOAPPD.WF-LA-S-CLASS to ensure value list is accurate for your school. This list is not year specific, so you will just need to make sure you are adding whatever is being used for graduate students (our GN).
