Release Notes: Item 2211-02
2023-2024 Regulatory Release (Source Code Changes)
This is the second of two release items that comprise the 2023-24 Regulatory release. This item contains code modifications for 2023-24 Federal processing: ADD Load processing, FM calculations, federal corrections and COD reporting. Item 2211-01 contains the 2023-24 file changes.
The ISIR file length has increased from 4,300 bytes to 4,600 bytes.
Three questions were removed from the FAFSA and replaced with filler in the files. The removal of these questions resulted in the renumbering of the FAFSA questions as well as many updates to the Correction SAR numbers and comment codes that referenced field numbers
The following changes were applied to the ISIR file and Federal file
Questions removed from FAFSA:
- Are You Male or Female?
- Do you want Selective Service to register you?
- Drug Conviction Affecting Eligibility
Fields deleted:
- Deleted WF-FE-S-MALE
- Deleted WF-FE-A-SSREG
- Deleted WF-FE-S-DRUG
- Deleted WF-FE-C-MATCH-SS
- Deleted WF-FE-C-VER-SS

Added the following new field to the ISIR file. Displayed on the CPS screen.
Incarcerated Applicant Flag
- Added WF-FE-INCARCERATED
- Added WF-IS-S-INCARCERATED
Incarcerated Applicant flag values
- Value 1 = Correctional Facility Address file
- Value 2 = Received via P.O. Box at IDC
- Value 3 = Incarcerated Applicant Flag set in FAA Access
- Value 4 = Incarcerated Applicant Flag removed in FAA Access
NSLDS changes
The existing NSLDS Aggregate TEACH Undergraduate/Post Baccalaureate Disbursement Amount field will now display on the NSLDS screen
The existing NSLDS Aggregate TEACH Graduate Disbursement Amount field will now display on the NSLDS screen
Additional Information
Verification changes to manage the verification of an Incarcerated Applicant, will be released in a separate release. Verification 23-24 WILL perform verification for all tracking groups as expected.
Modifications to address any further federal announcements will be issued as needed. 2023-24 packaging is scheduled for release when the Pell tables are available, typically by mid-January. FISAP revisions will be released when final specifications become available, usually the following July.
Correction Field Numbers were changed. The Dictionary entries in release item 2211-01 for correctable federal fields contains the updated correction numbers.
Implementation Notes
The attached zip file
contains:
- SYSOBJH file (sy221102.txt) with replacement modules for all members in this release. The SYSOBJH file contains 268 NATURAL objects; see the List of Affected Modules for a complete list. Library name: FATEMP
To implement the 2023-24 Regulatory release, complete the following steps:
- Unload the SYSOBJH file in the attached zip file
into a temporary library.
- SYSMAIN the new and updated modules from your temporary library into your development library. When copying the updated versions of source modules, be sure to review your current 2022-23 modules and apply any institutional modifications to the appropriate 2023-24 version.
The new modules are the year-specific components named W*23*. The updated modules are:
- Roll your 2022-23 institutional calculations forward to 2023-24 and make any modifications necessary due to institutional requirements.

- Disbursement Checklist
- Disbursement Requirements
- Loan Certification
- SAP calculation
- Execute a CATALL against your development library to pick up all data area changes.
- On the FAO Table maintenance screen (under the System menu), when all FAO-specific calculations are in place, for each valid FAO at your institution, modify the High Year field (WW-TABLES.WW-HI-YEAR) to contain the new aid year.
- The JCL in the ADD Import job (WFADDIMJ) for 2023-24 now has an ISIR record length of 4600 (Work File 1).
- Print the changed pages and User Guide update instructions in the zip file.
- Perform institutional testing. When testing is complete, you may move the released modules to your test and production environments.
